<p><strong>Dear Angie: </strong>What are the risks if I hired a remodeling contractor who is not bonded or insured? <em>– M.K., Santa Maria, Calif.  </em></p>
<p><strong>Dear M.K.:</strong> Hiring a contractor who is not bonded, insured – and licensed, if applicable – is a risk you don’t want to take.</p>
<p>Let’s talk about the importance of insurance first. <a href="http://www.angieslist.com/contractor/find-a-contractor.htm">Contractors</a> should carry two types of insurance: liability and worker’s compensation. As a homeowner, these protect you in two ways. First, liability insurance will protect you in the event the contractor causes damage to your home. What if, say during an upstairs bathroom remodel, your uninsured contractor was doing work that caused the bathtub to crash through the floor? If you think your homeowner’s policy would cover you, think again. It likely won’t, unless you’ve purchased additional coverage for in-home employees.</p>
<p>What if the contractor had an employee on the job at your home who was injured on your property but the contractor didn’t carry worker’s compensation insurance? Your homeowner’s insurance policy might help cover the cost to pay that worker’s claim, after you meet your deductible, but that claim could result in an increase in your rates and make it more difficult for you to get insured in the future.</p>
<p>Bonding is often confused for insurance, but there is a notable difference. A bond is intended to act as a guarantee that the contractor will perform the work as he or she is supposed to. It is secured money that would be distributed to the homeowner in the event the contractor failed to perform as he or she should. For example, if a plumbing contractor failed to perform a pipe repair adequately and caused a leak that went undetected and caused damage to the home. Or, if a company employee stole personal items from your home, the bond would cover that loss. Don’t take a contractor’s word that he or she is bonded. Ask for proof of the bond and be sure you understand exactly what it covers.</p>
<p>Finally, you want to make sure your contractor holds the appropriate licensing, if it’s needed. Check with your local licensing authority and, if applicable, ask for a copy of the license. Licensing offers proof that the contractor has met certain industry training standards and is allowed to do the work in your area. Hiring an unlicensed contractor could cost you big. If the work does not meet local building codes, or the contractor doesn’t pull the necessary permits (which an unlicensed contractor cannot do), you will be responsible for making the repairs to meet code. Allowing work to be done by an unlicensed contractor could also void your homeowner’s insurance policy, should a claim arise as a result of that work.</p>
<p>It might be appealing when comparing the estimate of an unlicensed, uninsured and non-bonded contractor to one who has those credentials. Licensed, bonded and insured contractors usually charge more than those who haven’t earned the credentials or paid for the insurance protection. I like to look at it this way: if a contractor doesn’t follow the law (or good business practices) in being licensed, insured or bonded, what else is he or she cutting corners on? If something goes wrong, it’s you who will be paying the price.</p>
<p>My advice is to save yourself the stress and risks involved with hiring cheap, unqualified help. <a href="http://www.angieslist.com/contractor/find-a-contractor.htm">Hire a contractor</a> who you know has earned the credentials of his or her trade and follows good business practices. You’ll have a much better chance of seeing your job done right the first time.</p>

<p> The retroactive reinstatement of the 25C residential energy tax credits for 2012 have a lot of homeowners and contractors trying to remember the details of this federal incentive that last expired on December 31, 2011.</p>

<p>An eligible taxpayer (homeowner) may claim a tax credit for up 10% (up to $500) of installed costs of  a variety of qualified energy efficient retrofit improvements to the HVAC system, insulation, roof, windows, and doors, or hot water equipment of their primary residence. While the total amount a homeowner may claim for all qualified retrofit measures is $500, the amount a homeowner may claim for each type of retrofit measure or equipment installed is subject to individual caps. See below for details.</p>
<p><strong>HVAC Equipment Details</strong></p>
<p>Depending on their individual tax situation and eligibility, a homeowner may qualify for tax credits equal to 10% of the costs (up to a $300 limit) for installing a high efficiency central air conditioner, heat pump, or hot water heater.</p>
<p>A homeowner may also qualify for tax credits equal to 10% of the costs (up to $150 limit) for installing a qualified furnace or hot water boiler. A smaller tax credit of 10% of the installed costs (up to $50 limit) is available for installing a system with an advanced main air circulating fan.</p>
<p><strong>What Is Considered a High Efficiency Unit?</strong></p>
<p>A <strong>split system central air conditioner</strong> must meet or exceed 16 SEER and 13 EER; <strong>package system central air conditioners</strong> must meet or exceed 14 SEER and 12 EER.</p>
<p>An <strong>air source heat pump</strong> must meet or exceed 15 SEER and 12.5 EER and 8.5 HSPF, in order to qualify for the tax credit. <strong>Package heat pump systems</strong> must meet or exceed 14 SEER and 12 SEER and 8 HSPF.</p>
<p><strong>Natural gas furnaces, propane furnaces, natural gas hot water boilers, propane hot water boilers, oil furnaces, and oil hot water boilers</strong> all must meet or exceed 95% AFUE.</p>
<p>For the <strong>advanced main air circulating fan</strong> <strong>credit</strong>, the fan must use no more than 2% of the furnace’s total energy. If the fan is qualified, but the furnace is not, the rules will not allow the taxpayer to take 10% off the cost of the entire furnace.</p>
<p>There is a lifetime residential energy tax credit limit set at $500, going back to January 1, 2005.</p>
<p>The IRS will soon release information instructing taxpayers on how to file a claim. Assuming the requirements are similar to the past, taxpayers will need to file a Form 5695 when they submit their tax forms, as well as keep a copy of the Manufacturer’s Certification Statement with their records. The AHRI directory will soon be updated so that homeowners or contractors can print certificates attesting that equipment qualifies for the tax credit.</p>

<p><em>How does it work? </em></p>
<p>A furnace uses some type of fuel, most often gas or oil, to produce heat within the furnace’s burner. Once the heat exchanger is fully heated, the blower disperses the heat through your air vents.</p>
<p><em>How efficient is it?</em></p>
<p>Furnace efficiency is measured by Annual Fuel Utilization Efficiency (AFUE). The higher the AFUE percentage, the greater the level of efficiency a system has. Gas furnaces tend to be more efficient than oil furnaces, although Trane offers models ranging from 82.7-96.7% AFUE.</p>
<p><strong>Heat Pump</strong></p>
<p><em>How does it work? </em></p>
<p>Rather than burning fuel to <em>produce</em> heat, a heat pump simply takes heat from the air and uses electricity to pump it from location to location. In the summer it works reversely to pump hot indoor air to the outside to cool your home, and ultimately replaces your air conditioner.</p>
<p><em>How efficient is it?</em></p>
<p>Heat pumps typically have higher efficiency levels than furnaces, which are measured by the Heating Seasonal Performance Factor (HSPF). A higher factor equates to higher energy efficiency. Trane systems offer efficiencies as high as 9.2 HSPF.</p>

<p>The report released by the National Oceanic Atmospheric Administration (NOAA) on Wednesday says that July 2012 surpassed the previous record hottest month set in July 1936. That year was during the middle of the very dry and hot <a href="http://www.weather.com/news/dust-bowl-20120718">Dust Bowl era</a>. Senior Meteorologist Stu Ostro (<a href="https://twitter.com/stuostro">Twitter</a>) says, &#8220;Exceeding July 1936 at the peak of the Dust Bowl heat &#8212; is BIG.&#8221;</p>
<p>July 2012 was 3.3 degrees above the 20th century average. Ostro puts this in perspective, &#8220;While three degrees might not seem like much because temperatures can vary a lot more than that from day to day, it’s significant when averaged over a whole month, and particularly so in the summer when temperatures typically have less variation than at other times of year.”</p>

<p>July 2012 Temperature Rankings: A number of 118 represents the warmest July on record and a number 1 would indicate the coolest July on record.</p>

<p>NOAA says that warmer-than-average temperatures engulfed much of the nation in July, with largest departures from average in the Plains, Midwest and along the East Coast.</p>
<p>A total of 32 states had a top ten warmest July. Among those, Virginia recorded its hottest July on record and seven more states recorded their second hottest July (North Carolina, Kentucky, Delaware, Illinois, North Dakota, South Dakota, Wyoming).</p>
<p>Only Washington, California, Arizona and Louisiana had temperatures that were near average in July. Outside the lower 48 states, Alaska recorded its eighteenth coolest July.</p>

<p>With the addition of July, the warmest start to a year on record continues in the lower 48 states.  NOAA says that most states have seen a record or near-record warm start to the year, except the Pacific Northwest.</p>
<p>So far this year, a total of five months have been a top four warmest for that respective month. March and July lead the pack as the warmest of their respective months.</p>
<p>In addition to the warmest start to the year on record, the last 12 months dating back to August 2011 have been the hottest on record.</p>
